Alberta’s Market Participant Rules

The purpose of the Alberta Electric Utility Act Section 6 Committee was to recommend a set of ’principles’ to further clarify Section 6 of the Electric Utilities Act (EUA) which required market participants to “conduct themselves in a manner that supports the fair, efficient and openly competitive operation of the market,” and then to develop specific standards, mechanisms, and processes through which these principles can be implemented. The Section 6 Committee was comprised of 25 leaders of diverse organizations representing government agencies, industry, and consumer groups. Dr. Raab was selected by this varied Committee as its Chair and Mediator. Dr. Raab filed a Phase I Report with the Minister of Energy in March 2007, which included a consensus set of principles, and in June 2007, filed a Phase II Report laying out ways to operationalize those principles.
