Palo Alto Comprehensive Solar and Energy Efficiency Plan

From 1979 to 81, as an intern, and then as a consultant, Raab assisted the City of Palo Alto in developing one of the first comprehensive solar energy and energy efficiency plans in the nation. As both a city and a municipal utility, Palo Alto was able to draw on a wide range of educational campaigns, financial incentives, and regulation to develop an effective plan.
