| Dr. Raab was the lead mediator for the Consensus Building Institute in successful negotiations of a plan to restructure the Department of Energy's entire fossil energy Research Design and Development program (which has an annual budget of over $1 billion and 1,000 employees). The settlements, which affect field energy technology centers in Pennsylvania, West Virginia and Oklahoma, as well as at the DOE Headquarters in Washington D.C., included a new organizational structure, mission statement, name, constitution, and implementation plan. |
