With two-thirds of its electricity contracts set to expire by the year 2012 - Hydro-Quebec and Vermont Yankee - Vermont's Governor and its Legislature sought input in 2007 from Vermont citizens on the state's electricity future.
Raab Associates, Ltd., in conjunction with the Consensus Building Institute, the University of Texas, and the Center for Deliberative Democracy at Stanford University, designed a unique citizen involvement process including regional workshops utilizing keypad polling, a weekend Deliberative Polling event, as well as online input options. Over 800 citizens participated in the five regional workshops run by Raab Associates and the Consensus Building Institute.
As part of the process, Raab Associates co-facilitated an advisory committee and resource panel to assist in developing neutral background material and appropriate survey questions. The Vermont Department of Public Service was the lead agency on this project for Vermont.
