The California Marine Life Protection Initiative, passed in 1999, required the state of California to design and manage a network of marine protected areas in order to protect marine life and habitats, marine ecosystems, and marine natural heritage, as well as to improve recreational, educational and study opportunities provided by marine ecosystems. Marine protected areas include state marine reserves, state marine parks and state marine conservation areas.
In 2004, a Blue Ribbon panel was formed and a stakeholder process was initiated to provide advice to the Resources Agency and Department of Fish and Game on the Marine Life Protection Act Initiative, and specifically, to identify options for marine life protection areas in the waters along 200 miles of the Central Coast area (including Monterey and Morro Bays). In 2006, Raab Associates was hired to carry out a comprehensive evaluation of the Stakeholder Process and to identify lessons learned in advance of the MLPA's planned replication of the Central Coast process in five other sections of the California coast. The evaluation involved observing meetings, conducting interviews, running focus groups, and carrying out an internet-based survey.
In 2008, Raab Associates was again retained by the State of California to evaluate the success of the second stakeholder process along the North Central Coast (north and south of San Francisco Bay). That final report was completed in August 2008.
