The State of Maine enacted legislation to reduce greenhouse gas emissions. The legislation laid out the following greenhouse gas emission reductions: a reduction to 1990 levels by 2010, and 10% below 1990 levels by 2020. The Department of Environmental Protection, with stakeholder input, was responsible for adopting an action plan to reach the reduction targets by July 1, 2004. Raab Associates was retained to help convene the process, advise on process design, and facilitate the stakeholder meetings.
