Cape and Islands Offshore Wind Stakeholder Process

In 2002, Raab Associates (with independent facilitator Suzanne Orenstein) facilitated a public participation process focusing on a proposal to build the largest offshore wind farm in the world off the coast of Cape Cod. The proposal generated debate throughout the Northeast and the nation, and many Cape & Islands residents expressed concern about the effect the proposed 130 wind turbines would have on Nantucket Sound. Key Cape stakeholders were involved in the process, representing the full range of perspectives, and approximately 20 states and federal agencies actively participated as advisors. Each of the meetings included public comment. This initiative took place in tandem with the permitting process administered (at the time) by the US Army Corps of Engineers, the Massachusetts Environmental Policy Act Office, and other regulatory agencies.
