In 2001, Raab Associates was hired by the RI Department of Environmental Management and the RI Energy Office to design, facilitate and mediate a stakeholder process to design and implement a comprehensive Greenhouse Gas Action Plan for the State of Rhode Island.. During Phase I, Dr. Raab used a Stakeholder Committee and three substantive Working Groups to identify over 52 options for inclusion in the Plan, which will reduce greenhouse gases to 1990 levels by 2010 and 10% below by 2020, consistent with the New England Governors and Eastern Canadian Premiers agreement. Subsequently, Raab Associates mediated working group and stakeholder group meetings to develop implementation plans for key options identified in the Plan. Raab Associates also developed a comprehensive website to support this project, and managed a team of consultants and modelers.
