Conflict Assessment: Toward an Improved Process for Deep Space Network Antenna Allocation
The Jet Propulsion Laboratory
In 2000, Dr. Raab, with the Consensus Building Institute, conducted a detailed assessment of the negotiation-based process to allocate time on the Jet Propulsion Laboratory's deep space antenna network, used to communicate with missions in deep space. The team interviewed 39 people from NASA, JPL, and Goddard, reviewed numerous documents, and observed negotiating sessions at several different levels. The final assessment included recommendations for a mediated stakeholder process to develop a more rules-based approach to DSN antenna allocation and to hone the negotiation process.
