| Dr. Raab mediated the Gas DSM/Market Transformation Collaborative in which seven major gas utilities and several non-utility parties in Massachusetts came together to design statewide market transformation initiatives for energy-saving technologies. The project included substantial joint fact-finding as the parties scoped out and commissioned a major study on technology and program options. Following this, the Collaborative prioritized various program options that were later jointly implemented. |
