Using Consensus Building to Improve Utility Regulation U.S. Department of Energy, NARUC, Pennsylvania PUC
Dr. Raab has conducted several training sessions on using consensus building to improve utility regulation and to address the restructuring of the electric utility industry. These sessions have taken place at NARUC’s Annual Regulatory Studies Program; at a joint DOE-NARUC National Electricity Forum, and at the Pennsylvania PUC. The trainings involve a combination of negotiation simulations, lectures, and discussions. The centerpiece of the training is a 5-party negotiation simulation on electric utility industry restructuring issues developed by Dr. Raab and Joe Eto (Lawrence Berkeley National Laboratory) with funding from U.S. Department of Energy.
