PARSEC Transmission Cost Allocation Negotiations

The Organization of PJM States (OPSI) initiated the PJM Area Relevant State Entities Committee (PARSEC-- https://opsi.us/parsec/) to provide PJM, PJM’s stakeholders, and the PJM Transmission Owners, with the input necessary to comply with FERC’s new electricity transmission rules (Order No. 1920), including providing advice, input, and participating in processes for the development and evaluation of selection criteria, benefit metrics, planning scenarios, and cost allocation.
PARSEC hired Dr. Jonathan Raab of Raab Associates in December 2025 to facilitate/mediate the negotiations among the PARSEC Members (13 States and D.C.) to develop a new ex ante cost allocation method for new transmission projects. Dr. Raab is working on a team with Kent Chandler of R-Street and Ben Sloan of OPSI. Under FERC Order No. 1920, any PARSEC recommendations must be filed by the transmission companies at FERC for its consideration. |
