Boston GridMod Workshops and Working Group Green Ribbon Commission |
In 2023 Dr. Raab, with colleague Janet Gail Besser, designed and ran three workshops for Boston’s Green Ribbon Commission (GRC) focused on ways to improve the planning and implementation of the necessary grid infrastructure to fully electrify and decarbonize the City of Boston. The workshops included the City of Boston, the electric, gas, and steam utilities, and representatives of Boston’s large energy users (hospitals, universities, and commercial real estate). The workshops resulted in recommendations for improving information sharing on new loads (from electrification and new construction/renovation) and grid infrastructure development plans; the need for a new process for siting grid infrastructure in neighborhoods throughout the City (through processes that engaged communities early on in site selection and in the pairing of grid infrastructure with targeted clean energy opportunities), and the need to change various City and state-related policies on siting, cost allocation, etc. The GRC also decided to establish an ongoing Working Group, beginning in 2024, to flesh out and begin to implement the various needed changes identified during the Workshops. |
