In 2000, working with the Consensus Building Institute and Kearns & West, Inc., Raab Associates developed a Mutual Gains Negotiation and Collaborative Process Training for FERC Hydro Relicensing. Dr. Raab led a design team in the development of the half-day, multi-party relicensing negotiation exercise, the centerpiece of the course. The project’s sponsors and advisors included: Alabama Power, Electric Power Research Institute (EPRI), Southern California Edison, US Institute for Environmental Conflict Resolution, American Rivers, Natural Heritage Institute, Federal Energy Regulatory Commission (FERC), US Department of the Interior, and the US Forest Service.
Dr. Raab has used these materials to lead trainings at FERC, as well as at other relicensing Collaboratives associated with dams owned by Southern California Edison and Ameren UE.
