| Dr. Raab was the mediator for the New Hampshire Energy Efficiency Working Group that included over 20 stakeholder groups. The Group and its sub-committees met over the course of one year and filed a consensus report with the PUC on a wide range of forward-looking policy and design issues including cost-effectiveness testing, financial incentives, budgets, and program design guidelines.
