Massachusetts NOx Emission Allowance Allocation Mediation Massachusetts Department of Environmental Protection
In 1996, Raab Associates completed the mediation of a statewide approach to allocating NOx emission allowances to all the major sources in the Commonwealth of Massachusetts, as required by the Clean Air Act. The settlement, the first of its kind in the nation, was reached by 23 utilities, independent power producers, and large industrial generators that collectively own and operate all the major NOx sources in the state. The Department of Environmental Protection initiated the process, and the settlement was the centerpiece of its new rules. Click here to see the historic settlement.
